Am 22.05.2015 veröffentlichte das U.S. Department of the Treasury die General License No. 9 "Exportation of Certain Services and Software Incident to Internet-Based Communications Authorized", die unter bestimmten Voraussetzungen den Export und Reexport von Software sowie die Bereitstellung bestimmter Web-Services in Zusammenhang mit für jedermann verfügbarer und für den User kostenfreier internetbasierter Kommunikation (z.B. Instant Messaging, soziale Netzwerke, E-Mail u.a.) in die Krim erlaubt.
