Das U.S. Department of the Treasury veröffentlichte am 29.10.2015 folgende Informationen über eine General License, die den Handel mit bestimmten juristischen Personen als Ausnhame von der E.O. 13405:
"Effective October 30, 2015, the Department of the Treasury, in consultation and coordination with the Department of State, is authorizing by general license transactions involving certain Belarusian entities blocked pursuant to Executive Order 13405. This license does not generally authorize the release of property blocked pursuant to E.O. 13405. This authorization expires on April 30, 2016, unless extended or revoked."
